"Pagyakap" — what the word carries

Yakap is one of the most emotionally loaded words in Tagalog. It means embrace, but not in the formal or diplomatic sense — in the deeply personal sense. A yakap is what a parent gives a child returning home after a long absence. It is what lovers exchange at an airport terminal. It is warmth, it is relief, it is belonging. The pag- prefix makes it a noun: the act of embracing, as a deliberate and complete gesture.

Choosing yakap as the operative concept for a government institution was itself a signal. Government identity in the Philippines has historically leaned toward authority, formality, and official dignity. Pagyakap moves the dial toward humanity, toward the feeling an OFW should have when they interact with OWWA: that the institution is reaching toward them, not waiting for them to present themselves.
