And they cost far less than an agency retainer. So why would anyone hire an agency?

Here is why. The tools do the analytical work. They do not do the strategic, relational, or creative work. That work decides if a campaign drives real business results. So you need to know what each option covers. You also need to know what each one leaves out. That is how you make the right call.
