How to Start an SEO Strategy From Scratch
A practical, step-by-step framework for building an SEO strategy from zero. Covering research, technical foundation, content, and authority building in the right order.

Starting SEO from zero looks harder than it is. It gets much simpler once you break it into the right order. Most businesses make the same mistake. They write content before the technical base is solid. Or they chase hard keywords before they build topical authority on easier ground. Order matters as much as effort.
This framework covers the full order of play. It starts with where you stand today. Then it moves to the technical base, to a content strategy that compounds, and to the authority signals that make it all rank.
Step 1: Understand where you are starting from
Before you do anything else, run a baseline audit so you know where you stand. It tells you which quick fixes to do first. It also shows which gaps to close on your rivals.
Google Search Console (free): submit your sitemap, find indexation errors, and see the queries you already show up for. This is the most direct signal Google gives you about where you stand.
Google Analytics 4 (free): link it to Search Console. You can then see which pages bring in organic sessions, even if the numbers are small.
Technical audit: use a tool such as Ahrefs, Semrush, or Screaming Frog. It will find crawl errors, broken links, missing meta titles, and slow pages.
Competitor audit: pick 3 to 5 direct competitors who rank well for your target queries. Look at the content they have and you do not. Then see which of their pages earn the most backlinks.
Step 2: Fix your technical foundation before producing new content
Content on a site with technical faults will not do well. Fix these technical issues first. They shape everything that comes after.
Make sure every key page is indexed. Check Search Console for pages left out of the index, then fix the cause. Common causes are noindex tags, crawl errors, and canonical conflicts.
Fix Core Web Vitals. Google measures Largest Contentful Paint (under 2.5s), Cumulative Layout Shift (under 0.1), and Interaction to Next Paint. Run PageSpeed Insights on your top pages.
Set up a clean URL structure. Short, clear URLs (e.g. /services/seo-audit, not /page?id=47) help Google and users grasp how the site is built.
Submit an XML sitemap to Google Search Console. It helps Google find all the pages that matter.
Turn on HTTPS. It is a basic trust signal and a small ranking factor. Most modern hosting has it on by default.
Step 3: Build your keyword strategy around buyer intent
Keyword research for a new SEO strategy should follow buyer intent. What does your customer type in when they want what you sell? What do they type when they weigh options, and when they are ready to buy? Map keywords to each stage of that path.
Transactional keywords carry high commercial intent. Two good ones are "SEO agency for [industry]" and "hire SEO consultant". These are the money terms. They are harder to rank for, but they are worth the most when you win them.
Comparison keywords are for the evaluation stage. Two good ones are "SEO vs PPC" and "best SEO agency for small business". A buyer who types these is close to a choice.
Informational keywords come from early stage buyers who are still doing research. Two good ones are "how long does SEO take" and "what is AEO". There is less competition. They rank faster. And they build topical authority.
Start with informational terms and other low competition ones. They build topical authority first. Then the hard terms come faster when you go for them.
An SEO strategy that starts with the right foundations compounds faster than one that skips ahead to content on a broken base.
Step 4: Create content that earns rankings and AI citations
Build each piece of content around one keyword cluster. Structure it for AEO, with a direct answer right after each question form H2. Write it with real expertise. For a new strategy, start with 3 to 5 core articles that cover your main topic areas in depth. Then add supporting articles that link back to them. This cluster shape signals topical authority to Google faster than stray one off pieces.
Consistency matters more than volume. Two well researched articles a month for 12 months will beat 20 thin ones pushed out in a single month. Google rewards fresh, steady content from sites it has learned to trust.
Step 5: Build authority through links and brand signals
Once the technical base is solid and your core content is live, turn to authority building. Start with the links you can earn most easily. If you are a local business, get listed in local directories. Join an industry association that gives members a website link. Write guest pieces for sites in your field. How long does it take to see results from a new SEO strategy?
A new site, or one starting from near zero, can expect a rough path. Key pages get indexed within 2 to 4 weeks of the technical setup. Keyword impressions show in Search Console within 4 to 8 weeks of publishing content. Keywords move into the top 30 within 3 to 6 months. Real traffic and leads start in months 6 to 12. These timelines assume steady work throughout. Start SEO and then pause, and some of the compounding resets.
What should I NOT do when starting SEO from scratch?
Do not buy backlinks to get a head start. The penalty risk for a new site is very high. Do not chase the most competitive keywords too soon. Build topical authority on easier ground first.
